Self Governance
Strong local self-governance is the foundation of an inclusive, democratic, and sustainable society. At PLAN Foundation, we believe that empowered local institutions are best positioned to understand community needs, ensure accountable governance, and accelerate grassroots development. Through our initiatives, we work to strengthen democratic participation and enhance the capacity of local governance institutions, particularly the Panchayati Raj Institutions (PRIs).
The Panchayati Raj system plays a pivotal role in India's rural governance by bringing decision-making closer to the people. Gram Panchayats, Panchayat Samitis, and Zila Parishads are responsible for planning and implementing development programmes, managing local resources, promoting social justice, and ensuring that government schemes reach every eligible citizen. Effective PRIs foster transparency, accountability, citizen participation, and equitable development while strengthening the principles of decentralization envisioned in the Constitution of India.
PLAN Foundation is committed to building the institutional capacity of elected representatives, Panchayat functionaries, and community leaders to enable them to perform their responsibilities effectively. Through structured capacity-building programmes, training workshops, orientation sessions, and technical support, we help PRI members improve their understanding of governance, participatory planning, financial management, social inclusion, public service delivery, environmental sustainability, and effective implementation of government schemes. Special emphasis is placed on strengthening the leadership of women and first-time elected representatives, enabling them to actively participate in local governance and decision-making.
Our work also focuses on promoting participatory governance by encouraging greater involvement of citizens in Gram Sabha meetings, village development planning, social audits, and community monitoring. We believe that informed and engaged citizens are essential for transparent and accountable governance. By strengthening the relationship between Panchayats and local communities, PLAN Foundation supports the creation of responsive institutions that are capable of addressing local development challenges effectively.
To further strengthen democratic values, PLAN Foundation has launched VOTE – Voter Outreach for Transparent Elections, a dedicated awareness initiative conducted before Panchayati Raj elections. The campaign aims to educate citizens about the importance of free, fair, and ethical elections while encouraging informed and responsible voting. Through community meetings, awareness campaigns, youth engagement activities, educational materials, and voter outreach programmes, VOTE promotes electoral transparency, discourages the influence of money, misinformation, and coercion, and inspires citizens to elect capable, ethical, and development-oriented representatives.
The VOTE initiative also emphasizes the participation of women, youth, marginalized communities, and first-time voters, ensuring that every eligible citizen understands both their democratic rights and civic responsibilities. By promoting informed participation, the campaign contributes to strengthening democratic institutions at the grassroots level.
